Honestly which is better for a Dex Rogue? Those blurbs are so vague to me....

I would take Assassin first, I like the talents better, but you'll probably want both in the long run.

I usually take the Assassin first, too. Though I prefer Ranger over Duellist as second choice.

If you aren't going for ranger, I'd say take both. Bard won't be much of a punch as your cunning score is low. If you are a DW rogue i don't know if ranger is a good choice, but of course if you want to have a pet fighting alongside, why not?

It also sort of depends on which character you are referring to....
Leliana is definitely Bard first, then some other choice for second.
Main Character Warden is usually an assassin first, then some other choice for second, but not very likely a Bard. One Bard is enough.
I have played a team with three Master Rangers (Main Character, Leliana, and Zevran) and had a lot of fun with it. With three summoned creatures, it can change the combat dynamics in interesting ways. I discovered that dragons get very annoyed by summoned spiders, especially when the spiders are casting webs at the dragon.

I'd say it depends on your playstyle. If you like to backstab, go Assassin, since 3 of the 4 talents rely on you doing them. If you engage enemies head-on, go Duelist as it has some nice bonuses for defence as well as attack.

Exactly, it is largely a question of playstyle.
Which probably explains why I choose Ranger over Assassin.
My playstyle is geared around having the characters run freely on their tactics menu. I only rarely position characters -- maybe to set up an occasional ambush, or to use a scout as a lure to thin out heavy groups of darkspawn. So I build characters that can run on their tactics menu without me doing much in the way of management. Summoned beasts work very well in this kind of playstyle.

Pinpoint + Dueling is just ridiculous damage on dex rogues once you get crit damage up (which you should do for all rogue builds)
I find assassin to be somewhat overrated. Mark of the assassin is probably the notable talent in the build. Exploit weakness sounds nice, but after doing the calculations on it, I don't find the damage to be all that noticeable. Only +12 damage at 80 cunning? Child PLEASE! 30 cunning is like +3 damage and 40 is like 5 damage. Talk about overrated.
I generally don't get assassin on my PC warden. Kind of a role-play specialization tbh. People like the mindset of the assassin lol. It sound ridiculous, and it kind of is.
Oh I'm pushing for Duelist lol. Defense and Attack bonus are great. Lacerate is like the 1st row, 3rd DW talent and Feast of the Fallen is almost pointless because you only need your stamina for a couple talents.

Assassin beats Duelist. The main bonuses from Dueling is giving your better defense and higher chance to hit. But a dex rogue doesn't need that bonus. My dex rogue doesn't miss and only gets hit by special attacks, so even if I had the dueling skills, I woudn't be using them. Assassin gives lowish bonuses at about 30 cunning, but I'd still rather have that. Plus you get the Mark skill, and you get the stamina restoration when you kill someone with a backstab.
Duelist is good if you are playing a non-dex build. For example, a cunning rogue might take it after Assassin for the boost to attack rating.
If you don't mind using pets, I believe ranger is better than both damage-wise.

I say both for an offensive rogue.
The dueling attack boost helps early on, while assassin will increase your backstab damage.
As a rogue shouldn't have any problems with damage, just pick whatever looks fun or helps you roleplay your character.
