After reading Dragon Age: Asunder, a few codices in-game and articles in the DA wiki; this phrase really got my curiosity

"Justinia V, who became the Divine in 9:34 Dragon, asked to investigate the nature of the Rite as she admitted that it was not completely understood. The Divine wanted to know if the process of removing magic could be done without the other side effects, and if it could be reversed."

What if the chantry succeeds in finding a way to completely and permanently remove someone's ability to use magic without side effects?

What do you think the reaction of the world be? Especially the Tevinter Imperium.

I think this could also be possible if Thedas runs out of lyrium

Tevinter would probably tell them to eff off.

As for the rest of the world, it would depend. Some would embrace it, others would start screeching if it was forcibly done. The templars would probably try to push for it, except for the more sadistic of them or ones that were generally in favour of properly looked-over magic (although now that the whole Kirkwall incident has happened, I wouldn't be surprised if a lot of the Templars advocated just killing all the mages as-is).

The Rite of Tranquility might still be used as a punishment against mages however, regardless of whether or not it's justified now that there's the alternative of simply taking their magic and locking them up.

I think their will be hardly any reaction. after all the tranquil ritual already exist. But this kind of knowledge will erode the the chantry;s and the templars power. Any form of magic that allows mages to better control their magic will cause upheaval among the nobility who want to control as much control of the magical power as the chantry wants.

Is this an X-MEN 3 scenario?

Depends. Anyone in Thedas with a brain would see that magic should not just be wiped out entirely because you're able to -- as it's crucial to Thedas' defenses against the Qunari and the Blight -- but if this were indeed found to be possible it would make Tranquility less of a torment and punishment and more of an alternate scenario.

A scenario that Mages who are afraid of Demons or lack confidence could freely choose.

Assuming it could be done I doubt the chantry would allow people to know about it. What would they do without their magical healing and free spell slinging soldiers? As much as they spread hatred of magic they are very dependent on it when it suits them.

This.

They already have things like the Litany of Adralla which would protect against blood magic and mind control and they keep that one close to home.

On the plus side though, if a milder form of the Rite were created, and offered as a free choice rather than forced, it would actually be an improvement.  At least monsters like Alrik wouldn't be able to create emotionless slaves.

Could a Tranquil theoretically still use blood magic? Standard mana is drawn from the Fade and tranquility cuts that connection, but Tranquil are still mages by blood, right?

I think some mages would choose to have their magic taken away so they could leave the circle and live without worrying about the Templars. Bethany talks about wanting to me normal more than anything (except for having a baby griffin). This wouldn't really solve the problem of apostates though, I'm sure there'd be plenty of mages who would want to keep their magic and their freedom.

On a similar note. Do you think its possible to turn a non-mage tranquil?
