 Ok, I've looked and looked.  I found threads about this but not a solution.  The first time I installed the DLC and started ME2 it gave me a "Can't verify DLC because you're not logged in" message.  So I logged in to the Cerberus Network and started the game.  Nothing.  I tried restarted ME2.  Nothing.  I tried reinstalling Arrival.  I tried emptying my computers cache and temp folders and restarted.  I tried doing a mission and coming back to the Normandy in-game.  Nothing.  I paid for this, I want to play it.
