so..95.52.77.222, a location that pings as Moscow City in Moscow, RUSSIA with a latency of 130, and it never disconnects from it, I would like an explaination as to why, your exe file is connecting me to a russian telecom on remote port 14449, from local port 57423.

When  traced and located I get these results:

95.52.77.222
Country: Russian Federation
City: Moscow City Moscow
ISP: Ojsc North-west Telecom

ISP: 95.52.77.222
Country: Russian Federation
City: Vologda
ISP: Ojsc North-west Telecom
Continent: Europe
Latitude: 59.22
Longitude: 39.9
Timezone: GMT+3

Now far be it from me to nitpick but shouldn't I be connected to a US server, or barring that Canadian?
I'm starting to wonder if it's the reason I keep getting into games with EU players even though I'm not even remotely close to Europe, at all, not even a smidge.

I am in the US and I have noticed that when I occasionally am able to play a game, There are always people from the UK in it. I always found that odd considering I am in the middle of the US.

Yeah I find that odd too, 98% of all my matches are with europeans, I hate to think we NA players just quit.
Though I can see why with all the latency most EU players have, hell I've had EU hosts on DIALUP, talk about crappy ping, 100ms and you're trying to host, get outta here!

Still confused on why masseffect3.exe connects to that IP though, it's still connected and I'm just sitting at the charcter info screen, not in a match.

I wonder if all of this has anything to do with the frequent disconnects players receive during multiplayer matches.

How did you find out ME3.exe was going to that IP?

Also, your right;

Geographic Information about 95.52.77.0:Country: RU (Russian Federation)
Region: 66
Latitude: 59.8944
Longitude: 30.2642

Checking google earth for those coordinates now..
[update]

Here it is.
It's a small yellow house in amongst some blocks of flats!
Around the back is a larger pink building, could be an office block maybe.
But the pointer points to this house.

How did you get that ip? If you are smart enough to run wireshark it would be interesting to see what host name gives that ip. Just type "udp.port == 53" after capture to see all host names used in session. My game always connects to servers in USA and am in europe. I also don't get disconnects.

That's the problem with using geo IP lookup services for matching players ... something/someone always falls through the cracks.

Windows 7 has a tool called rescource monitor, and with it you can view anything using the network and tcp/ip, udp, etc, I have mine set to always watch Masseffect3.exe whenever I run it and it always connects to that whenever I go to multiplayer, I mean ALWAYS.

Doesn't do it when at title screen or on single player, the very minute I hit multiplayer and it starts to load I see masseffect3.exe connect to that IP, every time.

I've also noticed very rarely do I find other US players, even after the time work typically ends in each time zone, during the week, sometimes on weekends, I may find maybe 1 or 2 per entire session per night through the week.

Also your tinyurl link is broken, it leads to snapfish and shows no pictures.

I'd say it does, I notice everytime I d/c from a match or a host d/cs the ping on that IP that me3.exe is connecting to hits around 170, and then the individual IP it's connected to hits nearly 100 itself.

I'm tired of "connecting" three times per game with frozen screen then host d/cs, honestly if they were going to design a multiplayer game then the team they had do it did a very half ass job.

Yeah  I'm thinking it's how they connect everyoen together.

UK and EU might connect to a NA server, NA connects to EU, AUS connects to UK and maybe CA.

Whats odd is no matter what time of day I seem to only get EU players to play with, could be overnight, could be 5pm CST here in the US, doesn't matter, it's ...disconcerting.

For one I don't speak Hungarian, or Russian, Or Chinese so I have no idea what they are saying over mic, I just try to play the best I can, but communication barriers are a big problem in a multiplayer game since you can't exactly give each other warnings or advice, well you can but neither party will understand the other.

I assume Bioware has localized matchmaking servers which they connect you to depending on where in the world they think you are based on your IP ... something which doesn't always work.
