Reading the FAQ, it states that an account cannot create a topic if < 24 hours old, or if the forum has special restrictions. To the best of my knowledge this account is over 24 hours old and I cannot see any mentioned restrictions in the DA toolset subforum.
Help pretty plox? With a noob on top?

Eh, that would be because I can't register any of my games at all through the site. Incidentally, the same reason for another topic I created and why I had to find an unofficial mirror for downloading the toolset.

Many forums will keep you locked out until you sort through the registration problem, and this isn't the forum for that. The Site Help forum is for that type question, but EA is much better equipped for it.
