 As the title says, I tried to buy 2x 240BP Spectre Packs but I didn't receive anything, and lost all points.

Are there any solutions?

I was and still having the same problem as you are.
For some reason it just doesn't pop up the cards its suppose to but that thats just only the "visual" part.
As for my case of purchasing the PSPs with BP, no cards are shown but the items are added to the inventory.

The cards actually shows up about two hours later when go into MP(or the store in the MP) from the main menu. <- this only shows you the cards you actually recieved previously when you bought the PSPs.

BTW PSPs bought with credits earned through matches show up properly.

Yes, it worked exactly as you said. I went off the game, then relog, and the purchased items appeared!

Oh... no, wait. I got the 2 packs, BUT I lost all the remaining Bioware Points! I bought 1600, and I should have now 1120 (1600-480)... now I have 0!

Sometimes it shows 0 but i guess it happens only momentarily under some buggy circumstances but........

The points WILL be back
