If it says to be logged in as administrator when you want to update just re-start Origin in administrator mode (Right Click on .exe or any link and click "Run as Administrator")
For the ME3 not starting I have had similar problems.
- Try turning off your anti-virus when you start it (after that its ok to turn back on)
- Make sure everything is running as administrator
- If possible try and eliminate unnecessary processes ( If you don't know how or are uncomfortable doing this I recommend you try Game Booster. It gets rid of anything not necessary for gaming while in your game. Plus it gives a decent improvement in FPS etc.)
While it may not work for you I have found that for some odd reason using STEAM

to launch ME3 works more often than using normal shortcuts or Origin for me. I don't know why but it does.
-To do this simply open the Steam Client and click on the Games option in the top left hand corner.
-Then click "Add a Non-Steam Game to My Library".
-After a bit it should come up in the list automatically, ( It may not come up, if so just use Browse and find the MassEffect3.exe manually)
-Select it then click "Add Program".
-After that just launch it like you would any normal Steam game. If Origin is not already running it will launch it as part of the ME3 launch to verify Key-Code etc. and in my experience it works 90% of the time.

( EDIT: I have been using this for a month or so now and using Origin normally STILL does not work properly)
