Does the type of character you play effect what type of items you loot from enemies?

I usually only play Human Nobles, but decided to try Dalish Elf, and I noticed lately, all of the items I've been looting off of enemies were either stones, potiones, etc.No armor or weapons, which stinks cause I need some new weapons and the shops do not have the ones I like, that I usually find on enemies.
I also noticed a lack of random encounters as well, meaning I don't see the guy in the random area who is from orzammar and has things for sale, I don't get the random bandit encounters etc.
I did install some new mods:
One for clothing
One for changing colors on clothing(tint toolkit?)
One for Hair
Alistair Romance Fixes
Zevran Romance Fixes
One to spawn a chest at camp
Dance Party Mod
Skip the fade(I never had an issue with this one, so I'm 99.9999% sure this is not the issue)

Don't worry about random encounters because random encounters are random. Duh! You'll encounter them eventually, randomly of course.

And I literally just played 5 hours without one random encounter except the plot related ones.

I'm not on any quest right now, I'm just running about doing little side quests like the chanter's board.I have finished Urn of Sacred Ashes(Which is the first quest I do).
I just odn't get what happened, suddenly the enemies are dropping things less often and when they do drop, its either money or potions.Just 4 nights ago, My inventory was filled from all the loot and weapons I got, now Its barely half full(this is on a new save).
I did add mods, but I don't think any of them would effect looting.

Um, i'd like to know if you killed kolgrim, if you did, then did he drop the Faith's Edge. If he did then I don't think there is a problem with loot dropping. As I remember, after my first playthrough in normal difficulty, I jumped straight to nightmare and did actually notice few random loot. Did you change the difficulty?

I uninstalled and reinstalled and it seemed to fix the looting issue.Nope, I stick to easy cause well, easy is hard enough.
However in other saved games, I did kill Kolgrim and no he did not drop it, he dropped noble clothing.

And my issue with Looting is back.
I just don't get it.
When I first got the game, I was finding all sorts of stuff, helmets, boots, gloves, swords, axes, etc.And not just on boss darkspawn, but on all, and in fact every darkspawn I killed dropped something, grant it I never got any decent weapons, but they were worth getting to sell.
Now all I get is potions, elf root. posion and money.And only 1 out 10 darkspawn drops something.:/ I
If its a mod, I don't know which one would cause it.

You shouldn't really worry about money as you can just craft Potent Lyrium potions in huge number and sell them for decent profit.
I can't simply deny what you asked in the OP, may be loot depends on the race you are playing as I have no idea about the game's internals whatsoever. But I'm sure that by mid to late game, loot becomes more or less predictable for a given area, for instance you get imperial edges, tevinter shields in the alienage district, darkspawn weapons from darkspawns, crossbows, maces, etc. from the royal guards, poisons, daggers from mercenaries and assassins. I mean it's not a bad thing that loot is random and infrequent. Trust me, you'll stop bothering about it after a while.

One final question- And this may not be anything wrong with the game, is there suppose to be edge scrolling? When you run your cursor to the side and it scrolls? Because my game does not do that, only in certain areas.
