No one knows outside of Bioware and they haven't given any DA3 details yet.
Unless DA3 starts off in an area with darkspawn, I wouldn't count on seeing ogres in the opening. Until another blight occurs, I'd expect to see darkspawn reserved for the deeproads for the most part.
