NO...the benefits far outweigh the nerfs in what is posted originally. Imagine if players could "buy" an extra power from other classes even if the cost is too high. Everyone could have say a devastator mode or a tactical cloak or adrenaline rush. Hell you could even combine some of the above to make it a top tier character.
Also are u missing that it states that weapon upgrades will go to lvl 20 which boost stats by 5% each lvl. It will be just too much issue with balancing. Just too much to believe in my opinion....but we will see soon enough.

While this is fake, I laughed a bit at all the people that said that boosting the enemy hp with 100% was what proved it fake.
The notes DID say that you could have a rank XX, with each upgrade being 5% better in all stats.
That and more powers etc would really make it necessary to have higher HP on enemies.
