Can't decide. I can afford both moneywise, but hard drive space is limited because of Steam's summer sales. So only want one for now. Which one is the better quest? Does Liara permanently join the team. Is Kasumi an interesting character with good voice acting?
Stolen Memory or LotSB? Better mission?

I like her voice and voice acting and the story and gameplay of Stolen memory are pretty good.
It's a change to the normal pace of the story and adds a SMG to your arsenal.
Oh and new clothes for Shep when he's chilling on the normandy.
LotSB is often considered to be the best DLC for ME2 and I have to agree with that. Great music (probably the best in the whole game), great action, two boss fights with their own style, an upgrade for every weapon, a lot of character information after you finished the mission, Liara as a temporary(!) squadmember with Stasis as a new bonus power for your Shep (too powerful for my taste) and a lot of variety in scenery.

Lair of the Shadow Broker if only for one reason: Squadmate respec terminal!
After completing Lair of the Shadow Broker, you have access to a terminal that allows you to reassign your squadmates' power points. So no more Shredder Ammo for Thane and no more Barrier for Jacob. Totally worth it.
Stolen Memory does give you access to a Tech Damage upgrade and the Locust SMG. The Tech Damage upgrade will allow to get 3 Tech Damage upgrades before Horizon, which means you can research the Tech Cooldown upgrade before Horizon.
But if you have to choose just one, take Lair of the Shadow Broker.

Both and uninstall something else. Just one, and with a gun at my head, I'd say Shadow Broker. But really, both.
