The squad has to have at least one earth character. If there is at least one Earth then ALL living squad members, Earth or not, count.
Operation Times (from the Bioware Blog ): Operation OVERWATCH (July 27th 10AM PST – July 30th 5AM PST)
Just like I did with Operation Mastiff (which required squads to have at least one Rebellion character), let's compile a list of those with Earth characters who are willing to hook up with those who don't in order to help people meet the squad goal. ONLY ONE SQUADMATE HAS TO BE AN EARTH CHARACTER - extract on any difficulty and everyone on the team gets a Commendation Pack.
If you have an Earth character, I challenge you to play it exclusively this weekend, bouncing from random lobby to random lobby to help those without.
