So i have been having the same issue as a lot of others and have cruised these forums trying all the possible solutions, but none work. Im on a government network and I'm thinking that it is blocking the Cerberus network... is there any way i could authorize my DLC without the cerberus network. I get the error message of it being timed out or unable to connect to Cerberus.

Is the Cerberus Network necessary to authorize all DLC? I didn't think it was, but then I've not had issues with connecting to the CN either. Besides some DLC offers, it also served as a news service for ME2, but that's been dead for years (for obvious reasons).
As for getting your Cerberus Network DLC: all DLC can be found under My Games -> Your Registered Game Content on the BSN. All Cerberus Network related DLC, like the character Zaeed or the Normandy Crash Site, should be there to download and install manually. I would hope that as long as you can connect to EA's servers, you can authorize your DLC.
If not, there is this possible solution to the autologin problem that may work for you. This thread also has intrsuctions for how to deal with DLC issues. Good luck.
