And before you say no go try it yourself and tell me it's not at least a good back up weapon.
The best way to test this is to do three matches on gold, silver, or bronze do one with the Vindicator with Assault Rifle Stability Damper and Assault Rifle Piercing Mod, one with the Hornet with SMG High-Velocity Barrel and SMG Recoil System, and one with the Shuriken with SMG High-Velocity Barrel and SMG Recoil System.
No Consumables, no gear that boosts damage, same character, same enemy, and try for headshots at all times. See which one kills faster and there you go.
The Shuriken X is not a good Main weapon but it is a good side-arm. a whole clip does 2-3 bars of armor damage to a Atlas on gold with no damage boosts of any kind which doesn't sound like alot but when you take into account how weak it was before these two mods it's amazing.
The Hornet X with SMG High-Velocity Barrel and SMG Recoil System is still better then the Shuriken X, but the Hornet has to be at least level 7-8 before it better then the Shuriken X which is amazing when you take into account the fact that the Shuriken is Common and the Hornet is Rare.
The Shuriken X is better then the Vindicator X with the same mods and is the best overall of the of the Common weapon but it's still a side-arm, if you go in thinking it's a Harrier or a Piranha you will be disappointed.
