Assuming that the Operation weekend will not be a success, what's the best pack to spam/invest in getting the Destroyer?

Right now, the only n7 chars I am missing are the Destroyer and the Paladin and it's quite frustrating getting UR weapons that I don't intend to use (except for the Typhoon) when I just want my Destroyer

Since the weapons are UR, would I get a better chance buying  reg. Spectre packs to fish for the Destroyer?
