I am at the point that I quit that match if that one shows up.
Condor is second.
On Rio people try to camp in the starting area and that is a big mistake. The starting area is a trap. It is too exposed, people get slaughtered there pretty quickly. The area with the large containers at one end is much better to meet the enemy, particularly if you are into CQC.
Do not camp in the starting area and the map becomes a lot better.
I would say that London and Glacier are hard maps, because they are small (little room to maneuver) and London is very open. Hacking in London is the hardest hacking in the game.

Rio is buggy and really should be taken out of circulation in public games as vanguards could make half the team crash dozens of times on that map.
Apart from the bugs I like Rio. Sure some places are hard to camp there if you get an objective in the wrong place but not as hard as London.
Reactor ain't that hard as soon as you learn not to camp near the ammo boxes. Camp in between two (or more) ammo boxes instead.

Condor because of too many open areas to get randomly shot down from a Marauder, etc.
FBW because I can't ****ing find a game that isn't playing on it. For the love of God, I don't know why they give us new DLC maps when we'll never, ever get to play on them.

^This. I quit Rio every time it comes up on random now.
One reason is that of all the maps, no matter whether I play a melee or a ranged character I find on that one I'm running around so much I actually end up feeling motion sick and need a break. Enjoyment not helped by the way most PUGs play the map by camping in the middle.

The ones I hate are condor, goddess and jade. And Hydra when I'm on a CQC character.

But if I had to choose just one, Reactor for sure, it blows. At least Condor is more open. I shed a tear every time I play Reactor.

Rio. Omg. Its obscenely large, and theres no reason for that in a four player game. I dont like the stupid aa cannons or whatever they are going off in the back and i dont like that more or less everybody on every difficulty just sits in the control room. This map just sucks.
Also reactor. Reactor blows.
The natural mind thinks the center is a great staging ground because you can view everything (sniping) and you get two ammo crates (grenader love). But that fools people. It is the worst position to try to defend. The maze area is a great holding area except when dealing with Banshees that can surprise you by going through a wall.

I like rio but can't keep idiots from camping the middle, so it's rapidly becoming a "solo and friends" map.

Also I hate how all the new DLC maps force you to actually take the ladders down. Minor pet peeve.
