The fact that both of their story arcs can be concluded without them being present denies them being pivotal. The same applies to all of the ME2 cast.

they both played Important parts in the game but they can both die in ME2

but its rather BS that someone from IGN who has very few lines in ME3 gets paid more than the majority of the VA cast, and I wouldn't be surprised if thats why ME3 got a 9.5 by IGN, which makes sense

I think it's just the fact that most criticisms leveled against ME3 are usually referencing something in ME1 or 2 for comparison. These days, I almost automatically assume that when people say something bad about ME3, they are comparing it to 1 and 2. It's also the case that people have not been forced to look at ME1 and 2 as critically as ME3 because although complaining is always prevalent, it was nothing in the past compared to ME3. For example, the amount of different dialogue options in ME1 that amounted to Shepard saying the same thing. I don't know about you, but I find that personally annoying, moreso than auto-dialogue.
I also don't find it reasonable to suggest that "expontentially" more work should go into a game when development costs are continuously rising while game prices stay the same. While I agree that time and potentially money was wasted on things like Chobot, I don't think it's fair to say that MP sapped resources from SP. Most likely, EA would have never allocated those resources to ME3 in the first place unless there was MP involved.
