IV consumables drop whenever the RNG gives you a rare character, but
the character is already maxed. It is totally possible that Revrant
would be given IV consumables, ya'll need to learn how the game works
before accusing people of being the stupidest people on the forums.
Example:
-RNG drops a Krogan Sentinel.
-Oh no! My Krogan Sentinel is already maxed out!
-RNG face-palms and drops an IV consumable in it's place.

I'm a promoter...Give me the XP from Character cards. I'll use Lvl IV consumables on Gold or Plat but I don't need them...What ever coding that has taken place has screwed many of us out of Uncommon and rare gear. I could theorize how the probability tree is laid out and where the error might be, but without one of the developers actually acknowledging that they are looking at it it doesn't do anyone any good to keep commenting again and again in increasingly belligerent threads.
And these are my feelings as well: I'd rather consistently get Character Cards and promote regularly than get lvl IV ammo.
Once one of my characters reaches lvl 20, I get a feeling of "It's 20, now promote it to finish". I mostly enjoy playing lvl 10 through 19, when the build I'm trying isn't complete yet, and I have to make do with what I got. Once I finish that one, I move on to the next class, repeat the process, untill they're all lvl 20. Then promote them all and start over.
Before the ammo junk was added, this worked out pretty well: promote them, buy a bunch of packs, which would level them all up to around lvl 13, and play them all up to 20.
Now with the ammo junk, after promoting I buy roughly the same amount of packs, but I'm lucky if even half the characters level up to 13 from those packs. A couple of them don't even level up at all now, since the Character Cards I
used to get instead of maxed weapons are now replaced with junk ammo that I don't need. It takes longer to complete the circle now, and though I do make some more credits along the way, it doen't make a difference, since I'm just getting ammo anyway, not the character cards I used to get.
Overall, the level-up -> promotion circle is a LOT less fun now, because now I'm forced to play all these level 1 characters that don't have any useful skills yet and get treated like a fifth wheel by other players, even on Bronze, and even though my trusty old Carniflex occasionally places me in 2nd-3rd place on the scoreboard.. It's the level 1's fault that the game took 1 minute longer to complete, not that idiot vanguard who kept dying around every corner. The lobbies are effectively discouraging promotion! I don't think that's the general idea of promotion, is it? To be discouraged using it?
