No! He wants to be the power behind the throne. According to Anora, Alistair being kept from court had much to do with Eamon. Of course, Loghain says it had to do with Merric's concerns about Cailin.
Alistair is a pawn in a political game. Loghain asks the most pertinent question at the landsmeet -- who will be pulling the strings of the puppet king. He's relieved after you beat him because he believes you are the one who will be actually ruling.
Yeah, but taking Anora's word for anything makes me ill. And Loghain's biased because he considers Arl Eamon an Orlesian sympathizer. However, I was Chancellor, so Eamon retired and gave Redcliffe to Teagan.
