I would make it dependant on matches won on Gold, were I to code it. N7 ranking is not an accurate indicator of skill. Neither is wins honestly but it is more indicative of skill then N7 ranking.
Score or matches won means squat too. I could be a Gold farmer that has no right being on Platinum than the guy with the Predator. There is no clear cut way in a co-op game that is indicative of skill. Even if you routinely top the boards. You could just be playing with a suck team.
I dont follow your logic. If you are playing on a "suck team" frequently I dont think you would be winning that many golds. Matches won is imho the most accurate measure of skill because it would be hard for you to be carried EVERY match, as most teams would kick you after one if you were not a skilled player.
If you make the marker based on how many Gold matches you won, how the heck am I supposed to know how you won them. Let's say you weren't on a suck team, and in fact you were the one that sucked and got carried. I sure as hell wouldn't want you on Platinum.

Not really. Most multiplayer games GATE ACCESS to higher difficulties for PUGs because CARRIES SUCK. They take fun out of the game for better players and prevent the carry from learning how to play better.
And by gating the access to higher difficulties you take the fun out of the game for less skilled players, who can't access features of the game touted in, say, DLC packs because "hurhur, you're not good enough and we only want the BEST players in this Co-Op game". You don't get good at Platinum by playing Bronze. You get good at Platinum by playing Platinum. You can't expect anyone to improve at a particular difficulty if you ban them from ever playing it.
The solution: Don't gate for higher difficulties but allow players to kick from lobbies. Basically, what we have now.

Eh. It's nice in principle, but so is everything until it starts being abused. After a while, anyone who wasn't the games so-called Elite would have been driven away.

Also any rule based matchmaking wouldn't work either because you would never be able to find that special rule to filter out the unwanteds. For example, making a rule for n7 over 2000, all weapons maxed, all gear, plenty of consumables, and won x amount of Gold matches/Platinum matches. Again, we got Joe Farmer who wouldnt last a wave without being revived a half a dozen times.

The thing is, it would be very difficult for someone to be carried on gold to a sufficient win level to access platinum, because players would kick them after a match where they did not carry their own weight.

What I am advocating is that people prove their skill and determination to better their skill by proving themselves first at lesser difficulties. A model that is followed quite successfully by other games, to the delight of their playerbase.
