Doesn't neccessarily mean that. You can do just fine on Gold, but you might not like the fact that you have to shoot the enemies a lot more for example. Silver might just have just the right balance to make the game "fun".

In the current Metagame, the following are considered, by most veteran players, Gold-Viable:
Mattock
Saber
Harrier
Typhoon
Falcon
Conversely the following are considered usable, but only on certain builds:
Phaeston
Revenant
Striker
Particle Rifle
It is worth noting that of the rifles on this list, most of the ones in the Gold-Viable category are ultra-rares and more importantly, that a level one version of any of them is infinitely superior to most level X versions of other guns. Some examples:
* The Saber I does more damage in one shot than the Mattock X does in 4.
* The Harrier I does 1.5x more damage per-bullet than the Revenant X, and is dozens of times more accurate. It does over twice the damage of the Phaeston per-bullet.
* The Typhoon, weight aside, is infinitely better than the Revenant X in literally every category - Fire rate, damage, accuracy, clip size.
The overpowering majority of assault rifles in ME3 are utter, complete garbage on Gold and up. The Phaeston does, however, most-assuredly suck less than most. In a nutshell, here's the problem with every Rifle:
Avenger: Caster rifle; lower damage than most SMGs
Vindicator: Made irrelevant by existence of Hornet
Geth Pulse Rifle: Easily the single worst weapon in the entire game. Oh, and it's a rare, too, because that makes sense. Needs a massive DPS kick-up to be remotely effective.
Phaeston: Damage is too low; not a bad gun but far from the best
Mattock: First usable rifle on the entire class tree; get it and forget about all others until you get better equipment
Revenant: Almost powerful enough, but inaccurate as hell, rendering it utter garbage in the face of the better weapons
Falcon: Great weapon, mostly usable as a support unit; equip on the right class and go to town
Striker: Garbage unless used on a Human Soldier, Turian Soldier, or Devastator; inaccurate, poor firepower, and a Rare. Yay?
Collector Rifle: Decent, but needs buffs. Also good luck getting it above level one.
Saber: Possibly the best rifle in the game when maxed. Good luck getting it there. Still better than 90% of the rifles when maxed.
Harrier: AKA the only rifle that remotely matters for many players. The gold standard by which all rifles must be judged. Good luck upgrading it, because it's an Ultra-Rare.
Typhoon: Makes the Revenant irrelevant. Good times. Heavy as hell, though, and an ultra-rare.
Particle Rifle: Only good on a Destroyer, Turian Soldier, or Human Soldier, it relies heavily on a steady hand and skill. Also an ultra-rare, and needs enormous amounts of upgrading to be ideally effective.
So, yeah - Rifle category in general is ass.

It's definitely not the best gun for a weapons based class or a fragile caster. It's only real good for a class that can take a beating but needs a lightweight gun to keep their cooldowns short.

Sure, there are more damaging Assault Rifles, but they weight a metric ton. For a Power-focused character, the Phaeston is amazing.
