While this is a good idea (as a perpetual operation reward), I think it's a very far fetched idea to incentivize extractions on wave 11 (in the current iteration of the MP game).
Expanding on the idea of encouraging extractions on wave 11 (full or partial);
1. Single Use Items kept if extracted. (Mission Complete)
Exceptions to those rules would be limits on what single use equipment & ammo is kept based on difficulty. Bronze for example would only keep lvl 1 single use items (to prevent use of lvl 4 items). This needs to be the number one priority. People don't use (single use) equipment. Since the RNG nature of acquiring them in all likely hood won't be fixed, make them at least re-usable if you (& or team) play smart.
2. Cold Hard Credits on Gold/Plat (Big XP payout on Bronze/Silver).The reward system (of escalating XP) on higher difficulties needs to be reversed. Bronze should receive Gold/Platinum XP rewards (with little credit pay outs) and Gold/Platinum should have significant credit rewards (with little to no XP reward). Basically, Bronze & Silver should reward leveling & experimentation (much more than it does now), while Gold/Plat is for the focused groups & getting paid.
3. Full Group Extraction Rewards.Ideas like what the OP mentioned, but they have to be quickly obtainable & not RNG based. The numbers suggested by the OP for ultra rares is nonsensical. No one has that bad of luck (30-70 PSP with no UR). Sure some people go to the arcade, drop $50 on the pinball machine to get 25,000 tickets to buy a plastic spider ring, but that is the exception, not the rule nor the attraction of going to an arcade.
I even go as far to say that accolades would be the ideal solution. Prime example, N7 rank. Most players are lvl 20 (with respective classes) on Gold/Plat, so they may not be promoting classes that often. Have 10 extractions on gold reward 1x N7 level, 20 on silver, 30 on bronze (1 on Platinum ?).
