I don't think so, but the man himself said he is the face model for Kaidan and he looks just like Kaidan.

in dragon age II i'd like face model as Kaidan. Luciano Costa is very similar

I beleive he is, why would he lie publically about it?  Comparing facial features, the lip scare is the same as Kaidan's, plus the eye brows, etc all match Kaidans.  Sure not EVERY picutre of him looks like Kaidan and remember that face scan would have been years ago for ME1, unless they hired them to do new scans for ME2 and ME3.

I forget TIM's face model's name, but hot damn is he a silver fox. Kaidan's face model isn't bad by any means either. This is mass effect everybody is attractive

Actually, I think TIM looks pretty good in-game! More silver than fox, sure, but still not too bad. Not too bad at all. Mmmm.
