Citadel also works. I don't know it's weird. C-Sec is incompetent but Garrus left to be the batman on Omega. It could be other one of those space stations.

idk, I never paid attention to who write characters in movies lol. Kai Leng has a good VA but the lines they gave him was stupid

I just noticed right now: Kai Leng and Shepard were both excommunicated from the Alliance at one time or another.
