Like it does in most games that are not Oriental in setting. THey are reclusive warrior monks or strangers from a new land, or any other number of reasons that are easily swallowed if you are not just against the idea in the first place.
What was that book I read when I was a kid, the Belgariad? It wasn't an eastern oriental setting at all, a sect of talented theives and maybe assassins had an unarmed combat style. It was perfectly fine if you had the imagination to agree that someone other than the Chinse and Japanese could figure out how to do a side kick and punch someone.
Really though, this is not Europe, as much as Bioware made the mistake of making it too much like Europe. Anything can happen, anything can exist, this setting is not bound by England, France and Italy. Anything can exist and anything can happen.
