Look at it this way - ME2 was a huge success. After it - given that ME3 is the last game and the series ends - they can do ANYTHING with it. It porbably got high profit on preorders alone. It could be the worst game of all time, but it would still be a success financially.
The only thing that is at stake - is your future rep. - which really isn't at stake either. With ME3 coming to an end no future IP would be tied to it's merits, so not really a factor - bioware already got all the negativity for DA2 (that is a serious blow - they still have to make a DA3, and fantasy RPG are much more plentifull than Sci-fi RPGs. In that sense Mass Effect is a monopoly - you can go as low as you care to and still profit - custumer has no alternative.)
And so, when you are at a point that you're about to make a game that already is profitable by pre-orders alone, and will be profitable regardless of its quality - you can really do anything with it.
And sonce you can do anything - WHY NOT DO THIS? Why not split your game in two parts? Movies are doing it all the time. (ever since Back to the future they usially make the second and a third part on one single budget and treat it as a single movie, while they are filming it. Recent addition is splitting the last part of your huge franchise into a two parter)

Dmage to your rep... This is EA we're talking about. What rep? Can you really tell me that something can damage their rep at this point? They are ALREADY the worts company in america. Gamers hate them worldwide. They are the FOX of gaming. Even worse. There can be no damage to their rep. Only possible outcame - if they do something creative, like the IT - their rep will actually improve! If they fail at that - they lose nothing.
