I would say that the scene is now more important as it is the only outcome with its own memorial scene (they don't put up the name) and it also has its own music track. Like how Harbinger is getting more important, this is too.
Ooh, I really like the idea that each DLC will keep adding to the importance of Harbinger. If they go down this path, they simply must have a good reason to do that.
In the same sense that they must have had a reason to have him be important at all in ME3-base game.
"Harbinger speaks of you" implies Harbinger is their leader.
His codex entry about him being the oldest reaper, and their implied leader again.
"Several Sovereign-class reapers including Harbinger have broken of from the battle with sword!" Where better for the leader to go but where our's is?
"Harbinger?" Shepard looks into the camera and has the horror face.
My personal theory is that Harbinger has effectively indoctrinated the other reapers. His personality compared to the rest seems to indicate that. He doesn't just spam absolutes and declare his awesomeness in an arguement. He also seems more emotional.
All that is just the base game too. They make him more important in Leviathan. The question of why make him more important is applied with much more importance here, because this is DLC.
If the rumours are true and there are collectors in Omega, it would also make perfect sense for Harbinger to be in too, assuming direct control of them. His taunts could reveal many things...
Harbinger is getting more important - now we just need to know why.
Oh wow! I remember now that if there are Collectors (along with Cerberus and for all we know, Reaper troops too) in this upcoming DLC, Harbinger may show up again!

Sure, Bioware can't reveal anything super plot-shatteringly important, but if they imply that he is directly influencing Shepard through certain means, it could boost up IT significantly. As well as bring back Harbinger as 'Big Bad'.
As to the rest, that's actually my theory. Harbinger is what the Intelligence became after it Reaperized itself with the Leviathans. The Leviathans are angered about it, but recognize that it was their plan being fulfilled in the first place (they were just backstabbed) and they can turn the cycles and Reapers around to their advantage over time. Harbinger has been strongly influencing Shepard's mind since Arrival (and Shepard has had very minor symptoms of indoctrination since Lazerus), and his cyborg mind is hacked in the beamrun.
Current headcanon story continuation is that Shepard is helped up by someone in the rubble and some event happens, leading forces or at least Shepard and crew to Rio for a final DLC that is pretty much expansion pack sized (at least several hours total?). This paragraph is just guesses though
