Uh, the former design director at Epic Games? The lead designer for Gears of War? Are any of these things ringing a bell? He was also involved in the development of the Unreal series. I think it would be safe to say that he's one of the more influencial people in gaming.

With regards to Cliff Blezinski and epic games, they are the creators of the unreal engine which (unless I'm very much mistaken... which is likely to say the least) is the engine mass effect runs on and is one of the most influential developments in modern gaming.

Also players who played all three ME games will be more likely to max out their EMS, it's kind of a nod to you experienced players, the goal is for you the player to say "oh wait.... that sounds like Saren's ideology!" A reward for experienced players: an extra bad ending. Players who are new to ME might not max out their EMS, so offering them the choice of synthesis is a bit unfair, since they have not played ME1.
