It's probably a Turian female. Low shoulders, long torso, broad chest. But that is strictly a guess.

I don't know...I think that hood looks more like the Salarian hoods we see in game than Kasumi.
In addition, Salarian females don't have breasts. The figure in the picture clearly does and they fit the proportions that Kasumi has.

low shoulders are an illusion because of the cloth of Kasumi's hood meeting her shoulder plates, again creating the illusion of lower shouldes in a low quality picture because the fabric is not very visable, being black against a dark background and cloth rather than shiny metal.

Her head is leaning forward. This is the briefing in the war room to plan the infiltration of omega so she would be paying attention and her head is turned. But the figure's body is leaning back.

Shading on the chest area and shape at the right arm shows the shape of breasts. Please look again.

You don't seem to understand how math works in this instance. Firstly, in the actual Kasumi image, she's not leaning her head that far forward, which would only account for a centimeter or two difference, not an entire quater head. it's not. there's an area in the center of the chest that matches the shape cloth makes over breasts, when there is a hollow in the cleavage. look for a big ==
