I think what BioWare meant was that the tone of the Catalyst's voice was comprised partially of Shepard's memories, not his words. By the way, why does he enter Shepard's mind at all? Fishy.Gwyphon wrote...

Well if Starchild's explanation is all in his mind and works off his memories then it has to. Even for the literal ending they said his words are comprised of Shepards memories. Unless we see a scene that Shepard does not, the explanation should be the same.
Bioware have been known to do some prettty crazy things though...
