First point: Question, if the Alliance was responsible for the experimentation, why would they make the VI self-aware during a LIVE FIRE EXERCISE? That seems extremely stupid, and more in the vein of what Cerberus would do.
Just speculation on your part. We know the base was from the Alliance. We also know the Alliance does illegal experiments on AI technology. The codex doesn't say anything about Cerberus having a hand in it. So the most logical and reasonable thing to assume the Luna VI incident is not related to Cerberus. Assuming it is, is just wild and baseless speculation on your part.
Second point: I think it does matter. The Brat goes out of his way to blame synthetics by saying that it is the synthetics that rebel. However, it's not the synthetics that attack first, it's the organics. That seems like it would matter.
The Starbrat doesn't blame the synthetics nor the organics. He simply states what happens every cycle in a very neutral way. Yes, the synthetics indeed do rebel agaist the organics, that's fact. Stating that fact doesn't mean you automatically blame the synthetics for it.
The American colonists also rebelled against the Brittish oppressors, causing the Revolutionary War. That's a known fact. Doesn't mean I'm blaming the Americans though. In fact, I can sympathize with the American colonials and I understand very well why they rebelled against the Brits. Still, fact of the matter is that the Americans rebelled and started the Revolutionary War.
Third point: I'm curious, do you think synthetics are alive? Or do you think they're just machines that are acting in a way different from how they were programmed? If the first, I will write a response. If not, then I will not bother, because it's clear that we have two VERY different opinions.
Well, it depends. Are we talking about real-life or are we talking about Mass Effect?
If my computer would ever become self-aware I wouldn't consider it to be alive. It would just be a machine acting in a different way.
However, it's clear that the writers at BioWare tried to push the idea that in the Mass Effect universe, the synthetics are indeed alive, although in a very different way from organics. However, BioWare clearly tries to show us that even though synthetics are very different from us organics, in many ways they're also exactly like us.
