No you don't. Mike Gamble said that you can start with the Omega mission after Palaven. You don't need any of Aria's tugs as War Assets in order to be able to play Omega.

I don't think so, rember the Shadow Broker? You shouldn't have to do the mission that Liara gave you

The strange thing is the Batarian who seems to work with Cerberus because of that.

Maybe he's a prisoner?

He certainly looks like wearing Cerberus uniforms and thanks to the Twitter stuff we know that they are recruiting colaborateurs. And it looks like the mechs are escorting him, not guarding a prisoner. And those two mechs are rampart mechs, imho. They have the same, phantomesque visors.
Anyways, who bets with me that we can kill that Batarian?
