Not really.  It took me less than a minute.  It's ROT-13, the simplest, most pathetic cipher in existence.

Well after playing through the ending of ME 3 I currently support this theory. Everything just fits so well together it makes perfect sense. If the theory is wrong then you can't possibly have a ME 4 with a sequel without Shepard. Who are we going to play as if that is the case ?

If the theory is wrong Shepard is dead in most cases.

Awe... ****.
Way more fun to make it on your own with a sheet of paper, a pencil and your brain. Though it was a rather easy code, since the letters are just swapped.
Edit: I needed more time to write it down and count the letters than to crack the code...

Indeed, because it doesn't. It resembles Control for 100% (except the "against his will" part... well, unless you believe in the IT of course).
