They.re not in the city. They're outside the city, marching on it. If you want to use your car as a distraction(However nonsensical that is), you've gotta get outta the city, on a road that leads straight to their army. Not only is ther no guarantee for it to have the wanted effect, but if the enmy army sees a car driving towards them, they'll shell it. If they see a person getting out of the car before sending it down towards them, they'll see that person as a hostile, and will most likely terminate said person with snipers or artillery.
Now, if you use your car to flee, the only thing you'd be in danger from are stray shots and incoming debris, which would be much more dangerous if you were on foot. You're nowhere near the enemy yet. You're going in the opposite direction. You have a vehicle which is transporting you in the opposite direction more swiftly than you could on foot. You're relatively safe.
Now, do you understand what I'm saying, Masster?

They are in fact used from time to time for assassinations of taliban leaders, but very seldom. Today's combat drones have problems with the targeting of enemy locations, meaning that their inccuracy could cost the lives of civilians. I've read some newspaper articles about that happening, as a matter of fact.Rifneno wrote...

It actually happens a whole lot.
They've tried to downplay the whole 'killing civilians' thing by claiming that anyone of fighting age in the area is a militant until proven innocent.
Conveniently, with that kind of logic, we kill almost no civilians! <_<

Furthermore I believe it is only a matter of time till someone is going to develop an unmanned air-to-air jet. Let's face it, the pilot limits the maneuverability of a jet (too high g forces etc.).

Probably go to a different road. Most cities have more than one road.
