True, bout doesn't it strike you as odd, that you the coup happens exaclty after genophage mission? And you informed of it by a salarian councilor - while Dalatress are not your biggest fan? And all cerberus activity so far has been connected to curing that whole affair? (attemt to kiddnap the females, attemt to blow up tuchanka?)
Yes you're right, it's odd. The whole mission is odd. And killing the council makes no sense. Imo they wanted to kidnap and indoctrinate them.
Hmm ... putting in some thought - Shep has a "get some results" dialogue option when talking to Udina (I think only if Anderson was coucelor in the first place) right after the council-meeting.
I skipped it to not encourege him (or just to see if something changes), but the result was the same. The dialogue is like forcing him to do what he does in the end.
