Ill repost both my thoughst on why the reapers dident storm the Citadel:

1: Without keeper control the Citadel Defense Force could close up the station and deny the Reapers access. Even they would need alot of time to break through the stations armor. Instead they are probably waiting for Indoctrination to take hold of someone who is in position to prevent that from happening, like Saren did in ME1. This adds more reason to the Cerberus coup as well.

2: Following Saren's attempt (from the Councils point of view) at seizing control of the station and the discovery of the main control console it is likely the console was upgraded in security, like cutting of acces to it from Citadel tower (menaing a Reaper cannot seize control of the station through the tower).

Another possibility is that when Sovereigns leg collided with the tower it destroyed or damaged the controls in such a way that the tower can no longer be used as access point.

This would mean the Reapers would need to send in ground troops to secure the Main Citadel Controls in order to log down the Relays, but in doing so C-Sec and the Citadel defense force gets a chance to fight back. In short all those Citadel assets is what might be preventing the Reapers of seizing control of the staion and shutting down the Relays.

Just my two cents. ;)

Grayson was implanted with nanides.
I guess at first they change your alignment through infrasound and slowly get you to side with their goals. Until you have the great idea to implant yourself with nanides, from that point on forward they can control you like puppet. It happened to Saren, it happened to TIM. Not sure about Kenson (the yellow eye thing could easily be just an illusion due to the trauma Shepard endured and no actual "DIRECT CONTROL").

Since Grayson was not indoctrinated slowly but rather implanted directly with nanides, Blurs assertion are reasonable.

I'll save you the time for the rebuttal since it is going to be "You cannot know..." anyway.

So it was relocated to the upside down bottom floor of the tower. A possible minor point for literal.

Maybe not the army - as keepers seem physically weak, but perhaps networked together they were the controling brain of the Intelligence, which then enthralled more physically powerful species as its soldiers to harvest the Leviathans?

Later Harby broke his shackles and reprogrammed the Keeper Intelligence to serve his plans for the cycles?

I'm just throwing ideas around really to see what sticks - I've no particular in-game evidence to support this.

Probably not considering the area appears unused with a linear path leading to it. Siad linear path starting at a strange beam in London...

Most likely the controls would be located somewhere safer. Hell perhaps they are even in the Council chambers still, rebuilt and modifed with greater security.

Ultimately we cant be sure what happened to those controls, but logic dictates that after the events of ME1 greater security precations would be taken with such a thing.
