I don't think the emptiness on the Citadel means anything... probably just memory management.
That said, good catch on the announcement! I had never heard that before... another sneakily hidden reference to indoctrination, really cool.

However, your comments on the Citadel emptiness made me think. You know, when you're outside Purgatory, and you look down, you see these unfinished, untextured and motionless character models?Everybody says that it's an obvious illustration of Bioware not having time to polish the game.
But thinking about it, it doesn't make sense. There's 'unfinished' character models there of which there are finished models in the game. There's even a finished Elcor outside of Purgatory at some point, as if they want to remind you of that fact.
I mean, it's not like they sculpt every model you see from scratch. It would have taken them just as much effort to place the finished models there. Making them animate shouldn't take time at all either, there are default animations for all the models.
Another thing that's weird is that it's only the characters standing in the light that are unfinished and motionless. The shadows around them, on all sides, are populated with an unusual amount of people, all completely animated and normal looking.
It's almost as if they're intentionally drawing our attention to them, as if Bioware wants us to notice them.
Then when you think about James' line, the one about it not being right and all an illusion...
I'm not saying the entire citadel or the entire game is an illusion, don't get me wrong, it's probably symbolic, if it is indeed intentional.
I don't have a screenshot, sorry.
