If meant to be sent at the beginning, the VS clearly had no plans to visit Shepard, and from what we could see, hadnt been in contact with Shepard at all.
If meant to be sent when the VS is in the hospital, they worded it all wrong, as it sounds like Shepard is the one who they plan on visiting, and at no point has the hospital staff ever stopped us from seeing either Ash or Kaidan. Plus, Ash telling Shep to 'hang in there' is sort of odd.
Basically, it seems like a message sent to a Shepard who is in the hospital, and you only get it after beating the game.
Its just all around weird.
