I agree. ME1 could only display so many things at once. ME2 and ME3 are far more advanced to display things. However, Like Megumi says you can't tell. There's another reason, the pillars they are on are highly worn. I took some time to draw in the circuitry green in as many places as I could recognize where the lines flowed while I was zooming close. I had to extrapolate on a couple of areas where it was just plain obvious it connected. On other areas the pillar was too worn or too destroyed to tell if it was connected.
The thing is what does it look like "on"

Now the best part. Curcuits "on" thanks to my artwork to make them light up. Granted I'm not the best drawing straight lines here. The lines really stand out.

As for the beacon making a hum and conveying synthesis-like images, I've always thought it could be possible that it was tainted by the Reapers. Especially because Shepard hears whispers afterwards on the Normandy.
Would explain why the Reapers left some of the beacons.
It becomes especially interesting when you think of the Reaper horn sound that plays when Shepard senses the beacon on Thessia.

What's really interesting is how ME1 set a lot of this up without us knowing any of the context for 3 games. By the time we play 3 it all makes sense. The only way you can connect the dots is to replay 1 after 3 and you'll go holy glowing green circuit boards!
It's almost as if BioWare wants us to relive Shepard's memories via the replay to discover things we wouldn't have thought of. For example the indoctrination codex doesn't officially get added until we're done with the Deralict Reaper yet we see evidence of this for at least 2 and a half games but with no context to explain it.
The literalists who don't understand what an RPG is all about says bad writing, I say ingenious storytelling!
