Funnily enough, a regular named Demersel noticed this and posted some pics just a few days ago, but It's still a good find. Plus it's good to have a video link to the part in question.

I'm siding with Megumi on this, the cables are simply left out to illustrate the Normandy wasn't done being retrofitted.
