In a way, that's also the story in ME: it's a battle of enlightment philosophies.
The Reapers use a very advanced, but static position and utilize raw control to keep from being outdone.
On the other hand you have the varying cycles and races, which advance rapidly through an unseen order in the chaos, striving but becoming stronger out of necessity. Inevitably all those different minds competing and working together resulted in a serious challenge for a far older and more advanced community.
As it turns out, the Reapers are very wrong about evolution: there is no apex, it's cyclic and relative. That is their vulnerability.
Seconded. The very idea of a "eutopia" is one I simply do not buy.

People generally don't do their homework; they like to be spoonfed and they like cleanly wrapped answers.

Even on the psychological level, most people with Anti-Social Personality Disorder, (Sociopaths), never have a problem with violent behavior, but yet anyone who's into crime dramas "knows" how dangerous they are.
The short of it? This crap is a whole lot more complicated than most media figures and politicians would like you to think.

.... So anyway. I was thinking. London. Anderson was born there, you know. But how we kept wondering WHY London. We never really had an answer on why the Reapers were so focused on it. Then it hit me, and it was so simple I wanted to slap myself for not realizing it instantly. It didn't have to be London, they just needed a big name metropolis and they needed it as devastated and hopeless as it could possibly be. Why? One more thing to break down Shepard's will. Remember how the crew, especially James, comments about they were ready to die here on Earth if they had to, but to see it like this...? Seeing just how desperate and hopeless things were was having a major psychological effect. It's just one more thing hammering away at Shepard's incredible but still finite amount of willpower.
