I remember an elevator discussion between Garrus and Liara in ME1.
Garrus was charming as always and said that he envies the Asari, since they all have biotics to which Liara responds that all have the basic capabilities, but not all want to improve them.
Now - this is the interesting part - Garrus apologizes to Liara that he did not want to belittle her efforts to improve her biotic powers.
Of course that is heavily paraphrased and I was not able to find this conversation on the Tube, but I am pretty sure that it happened.
This implies that Liara actually had some sort of extended biotic training (more than other Asari). Furthermore, she mentions in LotSB that she is still kind of emberassed how she chickened out on Therum during the confrontation with the Battlemaster, hiding under a biotic sphere.
In conclusion, you can say that her combat attitude improved a lot (from chickening out to experienced spec ops in one mission), but her combat powers were always present. At least it is inferred.
