Mordin does slow down, mind, which brings real emphasis to his speech, given his usual rapid smattering of words and that is good in its own right -- it just sounds to me as the same kind of slow as TIM, if you see what I mean..
The interrupt cue in the scene is creepy, though -- usually they consist of things like cutting to Shepard reaching for his gun or clenching his fist, or something, but this sudden looking directly at the camera, really breaks the fourth wall and should make someone, who is about to do the deed, feel uneasy about themselves.
