It's certainly possible. Way more possible than it being a ghost who haunts the Citadel. Another good possibility is this thing. It's a planet that some believe may actually be a supercomputer. Wrap your mind around that. A computer the size of a planet. ... Did I mention it's a gas giant?
That would also be awesome.
The main reason I get the inkling that The Intelligence might be a Leviathan (maybe hiding inside that planet?) is the language the 'Leviathans' used during the conversation - denial of the plan being a failure, and never mentioning that it was synthetic. It might also make sense that it was an extremist Leviathan who even targetted its own kind. Maybe those Leviathans are early experiments, and they are partially synthetic (the first failed attempt at synthesis?).
Who knows. All we can know is there's a lot going on that we don't know about.
I wondered if instead of a traditional "silicon chips" AI, the "intelligence" might be an engineered organism, perhaps even the Keepers hive mind. That would at least make the Leviathan's seem less stupid for making the same mistake as their thralls by building a synthetic AI. They would be more confident of being able to control an organic based intelligence through their enthrallment.
I'm quite intrigued by the idea of the Leviathans we met being fake "replicants" (for want of a better word), designed to mislead Shepard about the Reaper's true origins. That would allow Bioware to retcon them with a more fitting origin and purpose if they ever so chose.
The planet sized supercomputer reminds me of a trilogy of sci-fi novels called "
Requiem for ****** Sapiens". It was set in a galaxy ruled by warring cybernetic "gods" who were comprised of vast networks of computers, some of which were disguised as entire planets. I remember the first two books being a bit trippy and bloated, so I never read the third, but the AIs were quite intriguing. Now they were good examples of how to do God-Like beings.
