You missed the theme part. Control is like trying to control the One Ring, and Synthesis is all of Sauron's forces. The Uruk-Hai are literally synthesis.
If it really were perfected we wouldn't have this discussion as there should be no way to escape indoctrination. Improved, sure, you can clearly tell the difference between the Leviathans thralls and Grayson for example. But the one thing what we're missing is how it was improved. It's obvious that the Leviathans thralls are just controlled. The Reapers really make their victims believe what the Reapers say is true, just look at Kahlee.
