SO, Could this Helium-3 Magnate possibly be Jonah Ashland? And what would be the significance of this? Just to maintain the galactic economy, as Hackett pointed out?

Sorry, I'm not sure what to say.  Is Jonah Ashland important? I think Hackett was just using that as a general example.

Yeah, you might ask the commanders or someone else that question, but who is going to accuse a soldier following orders of playing god? They didnt decide where to get deployed.

I think it's a combination of both. The player base for MP is a lot smaller than it was 5 months ago. And while I did do matches mostly with friends, the handful of PUGs I did on Gold were more atrocious than usual. God help us if we ever have a Platinum requirement. And again, the reward is nothing more than a glorified JEP, it's August, and the Olympics were winding down. I wouldn't be shocked if we failed the next op in late August if the requirements are too steep.

Byne, myself and many others are under the impression that some OPS are meant to fail and others are meant to win, to advance along the SP story tie-in. Example: We lost Thessia in MP to match SP.

We'll get the same penalty we got in SP.. a build up to a revelation that isn't coming any time soon. Why are the Reapers interested in London? Because Anderson was born there. Other than that, not sure and it'll be curious to see where the next Operation takes us in terms of story as there is technically nothing left that lines up with SP.

Perhaps. It seems as if they've been doing 3-4 weekend ops per DLC pack. This was #2 post-Earth DLC. Curious to see where we'll be at in, say, late September. They did say (at Comic-Con) that they would continue making MP DLC provided that people would still be playing it in sizeable enough numbers.
