Nobody knows where Shepard is at, and if they don't Shepard will die of blood lose, and decay over time. Also I don't think anyone would bother to look where Shepard is at because if no Organic has ever been to the Catalyst chambers, well excepte Shepard. Why would anyone look there.
If nobody in this cycle ever found that place, and that goes for the past hundred or so cycles, then I doubt that they would find Shepard at all.
So it's either bad writing, or IT.
I pick IT.

That'd make it look like Contact too much, also people who knew the movie would've remembered that people doubted whether she really made it to a different world, and would've derived that the same might be possible here.
A strange kid is a more devious move.

No one knows where Shepard is, which increases the odds of Shepard dying of blood loss. Also, if the Catalyst had to bring Shepard to the chamber using the elevator, how would anyone else find Shepard? Plus, apparently no one knows that room even exists, so it seems like a weird place to look.
If no one found the chamber this cycle, or previous cycles, in all probability no one would find Shepard.
