To me it looks like he's stretching his hand to help someone up. His eyes have the "it's alright, son, i got you" kind of soft expression, the light in the back suggests that it is breaking dawn, although the light on the hand suggests close artificial light source, either a fire or an omnytool.
The light in the back is the same as the light from the sky in the pick up art, and there are also fires on the ground that could account for the light in the front.

Also he's looking right which is reddish, the left is blue, Anderson doesn't look up like pics of indoctrinated crew I just posted. I love art analysis.
