Or how about the reason that some people are gay so there's no sensible reason not to have some characters who are? Criticisms about the number are possibly valid, the existence of them is not. FWIW Tali being a squadmate, one of the characters who had been with Shepard from the start, was also entirely reasonable and not fan service; if anything Wrex should be feeling a bit left out. The Harbinger comment makes sense, not really sure what you mean about Refusal (IMO it's what you should've got for very low EMS).
That's as much of a valid response of trying to put action mode in for new people. Like how much of the game changes if you have most of the people in ME2 dead.
It was actually planned some where early or mid development that Tali wouldn't rejoin you as a squadmate (more or less in the air). It was obviously added in, along with her Admiral status, or her return to the fleet from exile, as pure fanpanning, especially when she wasn't needed in the slightest, minus Peace.
Refusal was the result of many people complaining about the three choices presented by one they view as an enemy you can't trust. They disliked how they didn't get the oppertunity to ask about the Crucible, or why you suddenly had to agree with it to end the game. So, it was added to appease a small portion of the fanbase. It is an overglorified game over ending to sate people's pride.
Wrex was feeling left out, but he has larger problems. Tali should have stuck to her duties with her fleet. There is a myriad amount of options and pathways they could have elaborated by making temporary characters, but they didn't. Also, didn't Wrex deploy to the front lines on Palaven?
