No, it's not.  I'm on PC and this morning it had the victory pack up and I tried to claim it, but I got a network error.  Then after I quit and relogged in this afternoon, the pack was gone and I do not have anything new.

Same here, for the few operations that I was sure I had completed the squad goal, I didn't receive any commendation packs. 3 comm packs went missing this way. I had to contact EA support to get the 1st one(Operation Mastiff), got it within the hour. Didn't bother going after the 2nd one. This 3rd one, I've just contacted the Support via email, waiting for their reply.

I play in PC. I don't think its a problem exclusive to PS3.

Just got my rewards, but I got the destroyer, I already had the destroyer and he level 20, this is very annoying, all I get now is Solder exp. It said for the rewards one of the new N7 class, It should not give me the I already got, the only i got.

I have not got my commendation pack but I did what I was supposed to! This is ridiculous!! I was so excited and I don't even get it. I am disgusted!

Just wanted to share a file I created to help me keep track of my ME3 stuff. Just to have a more graphical sense of what I'm missing, locked items, items left to max out, etc.

I've got the game on the PC. Quite frustrating this is.

I think if the players who didn't get commendation packs, don't get them that we should complain or something.

 Well from my victory pack I got a N7 Valiant I and from my Commendation pack I got a N7 Typhoon I and I am loving both guns very much. :XD

You can get this info from the Multiplayer manifest too. Its much more graphical.

Reading this thread while chatting with tech support.  I had my Victory pack by 7 pm (GMT -6) yesterday but never received my Commendation pack.  I was going to give it another day but there's a notification that all packs have been sent.

Also didn't get the Commendation Pack. I played several games, where we all were N7's, so it seemed very unlikely, that i didn't fulfill the requirements:D.

Got N7 Paladin in Vpack yesterday, but still waiting on Cpack. Gonna check again soon. If not here by tonight, I'll go ahead and get some assistance from EA. This is the first time it has happened and it seems a lot more people are missing there packs this time. They probably need another update. Or some more maintenance.<_<

Contacted EA and they manually sent Commendation pack to me a couple of hours ago, thanks EA!

I recieved my victory pack last night, but no com pack. I played on XBOX with the slayer all weekend, and I had the game feedback on. Maybe I got lucky but I didn't have any trouble with EA tech support. It took ten minutes on live chat on my computer, and after I signed back into EA servers on XBOX, the com pack was waiting. HOORAY BEER!
